SPILF 2025 business programme architecture published

The main theme of the 13th St. Petersburg International Legal Forum is The Law: Lessons of the Past for the World of the Future.
The Forum’s business programme will feature ten thematic blocks: ‘The Age of Heroes – The Rights of Heroes’, ‘Effective Law for an Effective State’, ‘Law and Society’, ‘Digitalization in Law’, ‘Legislative Development’, ‘Law and Business’, ‘International Law in a Changing World’, ‘Dispute Resolution’, ‘The Legal Community: Education, Profession, Calling’, and ‘The Ecosystem: Environment and Law’.
“As is traditional, the Forum will address the most pressing legal issues with the participation of respected Russian and international legal experts, public officials, representatives of civil society organizations, and members of the business community. This open and constructive dialogue is especially important today, as we must work together to find new paths for development and strengthen the legal foundations of a fair, multipolar world,” said Konstantin Chuychenko, Minister of Justice of the Russian Federation and Chairman of the SPILF Organizing Committee.
“We are living through a time of great change: technological, geopolitical, and social. It is the law that must serve as a stabilizing force, a tool for harmonizing interests, protecting human dignity, and ensuring sustainable development. SPILF has already become a platform for strategic dialogue. Here, ideas are born, urgent issues are debated, and important historical dilemmas are explored. Even when discussing issues of the past, let alone current topics, we are laying a solid foundation for the future. The Forum brings together leading experts, lawmakers, and practitioners to find balanced legal solutions in an atmosphere of cooperation and mutual respect, solutions that meet the challenges of our time,” added Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the SPILF Organizing Committee.
The block The Age of Heroes – The Rights of Heroes will address the importance of preserving historical memory, the role of defending the homeland in legal culture, and the formation of modern legal order.
Effective Law for an Effective State will cover the effectiveness of public administration, improvements in the quality of legal decisions, and new approaches to administrative and regulatory policy.
The Law and Society block will feature discussions on legal mechanisms for supporting traditional values, regulating NGO activities, ensuring transparency, and strengthening civil society.
In Digitalization in Law, the focus will be on the implementation and regulation of digital technologies and artificial intelligence in judicial processes and legal practice.
Legislative Development will be dedicated to analyzing approaches to law-making, discussing the culture of legislative work, systematizing legislation, and regulating modern social relations.
The topics in Law: The Foundation of Economic Growth will touch on pressing issues of corporate law, antitrust regulation, digital finance, and cross-border transactions.
The International Law in a Changing World block will focus on the legal aspects of global cooperation, the role of international justice, cooperation within BRICS, SCO, and CIS frameworks, and new legal approaches in a transforming world order.
In Dispute Resolution, special attention will be given to the development of arbitration, mediation, and judicial practice.
The block The Legal Community: Education, Profession, Calling will bring together discussions on the future of legal education, the role of legal science, and new challenges facing the legal profession.
The final block is The Ecosystem: Environment and Law, where participants will discuss balancing environmental priorities with economic development, climate change issues, and legal tools for a circular economy.
“Respect for legal norms and the strengthening of legal culture on a global scale form the foundation for sustainable economic growth, the development of international cooperation, and the building of trust between states and businesses,” emphasized Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the SPILF Organizing Committee.
In addition to the main business agenda, the SPILF 2025 programme will include a Meeting of Justice Ministers, an open meeting of the Council for the Development of Arbitration under the chairmanship of the Russian Minister of Justice, a lecture by the Chair of the Constitutional Court of the Russian Federation, and presentations of new legal projects. As is tradition, the International Youth Legal Forum (IYLF) will also take place. IYLF is a space for law students and young professionals seeking professional growth and international engagement.
