The All-Russian Non-Governmental Organisation “Association of Lawyers of Russia” is a membership-based, voluntary, self-regulated, non-governmental association established at the initiative of citizens, who are united by a common interest to pursue common goals, and is the largest non‑governmental association uniting legal practitioners, scientists, statesmen and public figures.

The activities of the Association of Lawyers of Russia (ALRF) as an all-russian, non‑governmental organisation are based on the principles of the equality of its members, legality, publicity, and aimed at the consolidation of the legal community to participate in building a democratic society and developing rule-of-law institutions.

Born March 2, 1952.

In 1973, graduated from the Higher Political School of the USSR Ministry of the Interior, in 1981 – Military and Political Academy, in 2002 – Finance Academy under Government of the Russian Federation.

PhD in History, Doctor of Law, professor.

In 1993-1998, held high public office: Minister of Justice of the Russian Federation, Minister of Internal Affairs of the Russian Federation.

In 1999, held the positions of First Deputy Prime Minister – Minister of Internal Affairs of the Russian Federation, Prime Minister of the Russian Federation.

2000-2013: Chair, Accounts Chamber of the Russian Federation.

2002-2005: Chairman, European Organization of Supreme Audit Institutions.

In 2007, was elected as Chairman of the Imperial Orthodox Palestine Society.

Appointed as Chairman of the Association of Lawyers of Russia on December 3, 2021, subject to the principle of rotation.

Born on August 17, 1957

Upon graduation from Krasnoyarsk polytechnic institute Mr. Vagner was employed at Zapadno-Sibirskaya CHPP, where he grew from centralized turbine control unit operator to plant director.

In 1998-2000, he served as executive director, first deputy general director at Kuzbassenergo PJSC.

Mr. Vagner also headed the Power Plants department of RAO UES of Russia, and then served as deputy managing director for Business Unit #2. In 2006, he took charge of TGC-2 PJSC.

In 2009, he was employed by T Plus PJSC as first deputy general director.

In September 2016, he was appointed acting general director of T Plus PJSC.

From December 2016 to March 2017, he served as President of T Plus PJSC.

In March 2017, he was appointed first deputy general director of T Plus PJSC.

In March 2019, he was appointed acting general director, head of managing board of T Plus PJSC.

In September 2019, he was appointed general director, head of managing board of T Plus PJSC.
