Accreditation Rules for Representatives of the Media and Blogosphere

1. General provisions

  1. Accreditation of representatives of the media and blogosphere at the St. Petersburg International Legal Forum (hereinafter referred to as ‘SPILF’) is carried out in order to ensure appropriate conditions for media representatives to prepare and distribute complete and accurate information about SPILF events.
  2. Accreditation of representatives of the media and blogosphere is essential in order to attend and work at any SPILF event.
  3. While carrying out their work, representatives of the media and blogosphere must respect the rights and lawful interests of SPILF participants and staff, and comply with generally accepted ethical standards.
  4. In an effort to provide the most comfortable working conditions and prompt access to all necessary resources, and in view of the considerable media interest in SPILF and the limited infrastructure capabilities of the event venue, the number of representatives of the media and blogosphere that SPILF is able to accommodate is limited.
  5. SPILF 2024 will adhere to all COVID-19 safety requirements and recommendations set out by the Federal Service for the Oversight of Consumer Protection and Welfare (Rospotrebnadzor).
  6. The SPILF organizing committee reserves the right to set the number representatives of the media and blogosphere based on sanitary and epidemiological requirements.
  7. Please follow updates on SPILF website and information contained in mailouts.
  8. The media outlet and bloggers shall bear responsibility for the accuracy of information provided about its employees in accordance with Russian law.

2. Accreditation rules for representatives of the media and blogosphere

  1. Submission and review of accreditation applications
    • Representatives of the media and blogosphere wishing to cover SPILF events, as well as representatives of specialized and niche publications wishing to cover specialized events in the SPILF business programme, can submit an accreditation application (hereinafter referred to as ‘application’) via the official SPILF website (legalforum.info).
    • Applicants should complete all fields of the application form, paying particular attention to the mandatory fields marked with an asterisk.
    • Applications can be submitted through the official SPILF website from 29 April until 7 June.
    • Please allow up to 10 calendar days from the closing date for your application to be reviewed.
    • Media accreditation is valid for the entire duration of SPILF.
    • Representatives of the blogosphere should have a verified account in the SPILF system.
  2. Accreditation quotas for representatives of the media and blogosphere
    • Print publications:
      • Newspapers: 3 people (2 journalists, 1 photographer
      • Magazines: 2 people (1 journalist, 1 photographer)
    • News agencies: 4 people (2 journalists, 2 photographers)
    • Online publications: 2 people (1 journalist, 1 camera operator)
    • Television channels: 7 people (2 journalists, 1 producer, 2 camera operators, 2 sound technicians)
    • Radio stations: 2 people (2 journalists)
    • Blogosphere: 3 people
    • The number of permitted media representatives from SPILF media partners will be determined in accordance with their media partnership agreement.

  3. Issuing accreditation badges for media representatives and bloggers
    • Once their registration application is approved by the organizing committee, media representatives and bloggers will receive an accreditation badge.
    • Accreditation badges are issued at a number of accreditation points in Moscow and St. Petersburg. Information about accreditation point locations and operating hours is published on the official SPILF website.
    • Accreditation badges may only be issued under the following conditions:
      • There is a record of a confirmed accreditation in the SPILF database
      • Written consent to processing personal data has been provided
      • A valid passport is provided at the accreditation point (all passport information must match the information provided on the application form)
      • In case of obtaining an accreditation badge by proxy, it is necessary to provide a power of attorney, as well as a copy of the passport
      • Representatives of the blogosphere should have a verified account in the Roscongress Foundation system
    • The badge is issued to a specific individual and is not transferable during SPILF. The badge must be clearly displayed at all times while at the SPILF venue.
    • No other accreditation cards are valid for access to the SPILF venue.
    • In the event that the accreditation badge is lost, stolen, or damaged, media representatives and bloggers must immediately notify staff at an information stand. Lost badges will be blocked. A duplicate badge will then be issued upon written application.
  4. Rules and regulations for access to SPILF events
    • Accreditation of representatives of the media and blogosphere is essential in order to attend and work at any SPILF event.
    • Access for the technical staff of representatives of the media and blogosphere is granted according to the rules regarding technical staff access to the event venue.
    • Representatives of the media and blogosphere, and technical staff may access the venue once they have provided a negative test for COVID-19. The procedure and details for taking the test, as well as the list of points for taking the PCR test, will be specified later and published on the event website. The test must be taken in accordance with the procedure determined by Rospotrebnadzor on behalf of the SPILF organizing committee. Information on accreditation points and testing procedures will be published on the official SPILF website.

3. Refusal of accreditation

The SPILF organizing committee reserves the right to refuse accreditation without explanation.

4. Rights and responsibilities of representatives of the media and blogosphere accredited at SPILF

    • Make use of all services intended specifically for representatives of the media and blogosphere
    • Obtain information on official SPILF events and exhibitions (through press releases, the business programme, etc.)
    • Work at the SPILF press centre during official events and use the facilities of the SPILF press centre
    • Participate in press conferences, briefings, and other press events
  2. Rights and responsibilities of accredited representatives of the media and blogosphere at SPILF
    • Verify the accuracy of any information they are given
    • Honour the requests of those providing information with regard to naming sources
    • When receiving information from officials and others, inform them that an audio/video/film/photo recording is being made
    • Refrain from using the opportunities granted to them to conceal or falsify socially significant information, or collect information to benefit a third-party or non-media organization
    • Refrain from (stop) filming or taking photographs when asked to do so by a member of SPILF security
    • Refrain from taking photos/videos at the checkpoints of the SPILF venue
    • Refrain from distributing print materials within the SPILF venue without the explicit permission of the SPILF organizing committee
    • When using official information or quoting SPILF participants, observe the SPILF Acknowledgment Policy. Specifically, finished articles or pieces must contain a reference to the St. Petersburg International Legal Forum, and the source of the information must be cited. Online coverage should include a link to the official SPILF website (legalforum.info). Alteration, embellishment, or distortion of any copied (cited) information is prohibited.
