St. Petersburg International Legal Forum will serve as a major platform for dialogue among members of the legal, business, political and law-enforcement communities. It will address a wide range of issues focusing on how law can better serve the interests of people and businesses. It will also address improvements to law-enforcement practices, the promotion of legislative initiatives to strengthen the legal culture, and socioeconomic-related regulation in today’s world.
The Forum is held by the Ministry of Justice of the Russian Federation and the Roscongress Foundation, in accordance with Russian Presidential Decree No. 55 dated 15 February 2022.
The mission of the Forum is to promote ways of modernizing law in light of the changes taking place around the globe today. Areas of focus include the following:
- Improving interaction between legal systems and developing common approaches to legal issues in today’s world
- Modernizing Russian and international law through applying best practices in defending the rights and interests of all legal subjects
- Supporting the development of jurisprudence and legal education in Russia and around the world
- Developing digital technologies in the fields of law, public administration, and the economy

Forum organizers
The Ministry of Justice of the Russian Federation is the federal government body responsible for the development of state policy/administration concerning justice, and the development of a regulatory framework governing the field. It also coordinates other federal government bodies in matters concerning justice.
The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.
