SPILF 2023 Addresses Institute of Parliamentary Control

The session ‘The Institution of Parliamentary Control in Today’s Russia: New Challenges and Opportunities’ was held on 11 May as part of the 11th St. Petersburg International Legal Forum (SPILF). The session was part of the ‘Effective Law for an Effective State’ pillar of the SPILF business programme.

The session participants discussed whether the new challenges facing Russia have influenced the need to find new ways and methods to strengthen parliamentary control, what problems hinder the effective implementation of parliamentary control, and what the further focus should be on developing legislation on parliamentary control.

The session was moderated by First Deputy Chairman of the Russian State Duma’s Control Committee Mikhail Romanov.

“The Russian Constitution was amended in 2020. The State Duma was granted the right to approve the majority of members of the Russian government. Thus, the rule of the people in our country received new support, and parliamentary control took on a new meaning in the system of public administration. However, federal legislation regulating the control functions of [State Duma] deputies has not been updated for 10 years – since 2013. So the goal of our discussion is to determine the trajectory of strategic change in the legal basis of parliamentary control, thereby paving the way for the modernization of the system of relations between the authorities and the public. Parliamentary control needs to be made a part of the system of public services and also needs to have appropriate mechanisms for publicly elected deputies to interact with their constituents. If citizens see shortcomings in the work of the state system, they can demand the appropriate managerial or legislative decisions from the authorities through deputies. This simple algorithm needs to be incorporated into a modern legislative and information technology base, which would allow citizens and government agencies to establish truly operational and effective interaction as part of parliamentary control,” he said.

The 11th St. Petersburg International Legal Forum is being held on 11–13 May in St. Petersburg.
