Concept of Sovereign Immunities to Be Discussed at SPILF 2023

The session entitled ‘New Challenges to the Concept of Sovereign Immunities’ will take place at the 11th St. Petersburg International Economic Forum.

State immunities, based on the principle of the universal equality of states, are one of the basic guarantees of stability in international relations.

The session will address the prospects for developing the concept of sovereign immunities in the light of emerging geopolitical challenges, as well as discuss the current law enforcement and judicial practice of states with regard to diplomatic property and central bank assets.

“Today, the concept of sovereign immunities is facing widespread erosion, and the system of international law is often used as an instrument of political influence in favour of the personal interests of certain states,” said Andrey Loginov, State Secretary – Deputy Minister of Justice of the Russian Federation.

He noted that such a situation calls for a rethinking of approaches to the basic tenets of international law, as well as joint work to improve the system of inter-state relations, in which the principles of respect for sovereignty and national interests are scrupulously respected.

The 11th St. Petersburg International Legal Forum will take place on 11–13 May. The Forum is organized by the Ministry of Justice of the Russian Federation and the Roscongress Foundation.
