The Legal Framework for the Development of the Arctic in the Context of Global Change

The Arctic is of strategic importance to the Russian Federation. There is therefore a need to develop a robust national and international legal framework that delineates national jurisdiction in the region. Environmental protection, the prospecting and exploitation of resources, and attempts to define limits of state sovereignty, the boundaries of the continental shelf, navigation regimes, and control of the seabed have become particularly pressing issues in light of a range of factors. These include a refocusing of foreign trade onto alternative markets, rapid climate change, and the development of infrastructure in the Arctic. Efforts to address these challenges need to be based on the norms and principles of international law. In addition, consideration needs to be given to Russia’s preferential position in the Arctic, given historical and regional factors.

Anastasia Likhacheva
Dean of the Faculty of World Economy and World Politics, National Research University Higher School of Economics
Dr. Anastasia Likhacheva has a PhD in International relations and works as a Dean at the Faculty of World Economy and International Affairs at the Higher School of Economics (HSE) in Moscow, Russia. Her key area of expertise includes geo-economics with a particular focus on sanctions, Eurasian integration and Russian foreign policy in Greater Eurasia.
She regularly prepares policy briefs for senior Russian public authorities and has been a member of expert working groups of the Ministry of Economic Development and the Ministry for the Development of the Russian Far East since 2014. She also co-leads the ThinkArctic Project within the Program of Russian Chairmanship in the Arctic Council 2021-2023. In 2012, Dr. Likhacheva worked as a visitor fellow at the Davis Center at Harvard University. Since 2016, she is also a head of Russian Organizing Committee of the Working Group for the Future of Russian-American relations – a joint project led by HSE and Harvard University since 2010.
Author and co-author of more than 40 scientific publications, 70 analytical materials for public authorities, participant in more than 60 international and Russian conferences, including such venues as the Royal Geographical Society of Great Britain, UN World Water Week in Stockholm, the Association for International Studies in the USA, as well as Harvard, Beijing, Edinburgh Universities, Russian Academy of Sciences, etc.
In addition to academic research, Anastasia Likhacheva is active in expert work as a participant in high-level dialogues in India, China, the USA, Morocco, Liechtenstein, a number of expert groups under the Ministry of Economic Development of the Russian Federation, the Ministry for the Development of the Far East of the Russian Federation, and international expert consortiums. Dr. Likhacheva was directly involved in the projects for the preparation of a cycle of expert reports of the Valdai International Discussion Club on Russia's turn to Asia and a special project of the Council on Foreign and Defense Policy "Strategy of the 21st Century", where she led a working group on issues of national identity and national development.

Date of birth: December 17, 1976. In 1999, he graduated with honor from Saint-Petersburg State University, Law Faculty, with a specialization in "Jurisprudence". In 2003, he underwent professional training in the International Institute of Banking with a specialization in "Finance and Credit". Candidate of Juridical Science. He has written more than 10 academic and research articles and publications. In 2013, he published a monograph in bank crediting problems. From 1999 until 2001, he had been working in prosecution authorities as a Deputy Prosecutor in Vyborg District of Saint-Petersburg, later – a Prosecutor of – Department of Lawfulness Observance Supervision at Hearing of Civil Cases by Courts of the Prosecutor's Office of the Leningrad region. From 2001 to 2005, he had been working in commercial organizations. At the Federal Agency for State Property Management, he has been holding a position of the Deputy Head of the Federal Agency for State Property Management from March 2005 until August 2009. In August 2009, he was appointed to a position of the Head of Scientific Organizations Property Management. From December 2010 until March 2014 – a Deputy Head of the Federal Agency for State Property Management. Since March 28, 2014 – Director of Federal and Regional Programs of PJSC "MMC "Norilsk Nickel". Pursuant to the order of the Chairman of the Government of the Russian Federation dated April 20, 2016 No. 732-р, Dmitry Vladimirovich Pristanskov was appointed to a position
of the Deputy Minister of Economic Development of the Russian Federation – Head of the Federal Agency for State Property Management. According to the Decree of the President of the Russian Federation, he was decorated with a second-class Medal of the Order of Merit for the Motherland.

In 2006, Ekaterina graduated from the Law Faculty of the State University – Higher School of Economics.
Since 2006, she has worked in the Presidential State-Legal Directorate.
In 2014, she was appointed to the position of Adviser to the President of the Federal Notary Chamber on legislative work.
In 2015, she joined the State Corporation Deposit Insurance Agency as Deputy Director of the Department of Public Relations.
In 2016, she took the position of General Director of the International and Comparative Law Research Center.
In November 2017, she assumed the duties of the Acting Director of the Department for Financial and Bank Operations and Investment Development of the Ministry of Economic Development of the Russian Federation.
In February 2018, she was appointed Director of the Department for Financial and Bank Operations and Investment Development of the Ministry of Economic Development of the Russian Federation.
From February 2019 to March 2020 she was Director of the Department of Regulatory Policy of the Government of the Russian Federation.
From April 2020 to April 2021, she served as Director of the Department of International Law and Cooperation of the Ministry of Justice of the Russian Federation.
Since April 2021 — General Director of the International and Comparative Law Research Center.
