Due to the non-profit sector's demand for the functionality of civil society institutions, legislation on non-profit organizations (NPOs) is constantly being refined. Modern realities have dictated specific vectors of legal regulation development in the field of NPOs. The session proposes to discuss the primary directions for the advancement of NPO legislation in the implementation of the modern state and society.

Awarded Second Class Medal of the Order of Merit for the Fatherland and Certificate of Appreciation of the President of Russia.

director of “Civic Analysis and Independent Research Center “GRANI”, the member of Advisory Council on state administration improvement at the Government Commission on administrative reform, the member of the Government Commission on coordination of Russian Federation’s Open Government activity, the Board member of ARETT (Association of Russian economic think-tanks), the member of Public Board at the Ministry of territorial development of Perm region.
In 1986 she graduated from history department of A.M. Gorkiy Perm State University. In 2002 she graduated from economics department of A.M. Gorkiy Perm State University.
• From 1995 till 2003 – the head of Ural agency of small and medium enterprise support. The expert of the FEED (Forum of Entrepreneurship and Enterprises Development) of OECD (Organization of Economic Cooperation and Development). In 2003 she was awarded with honorary diploma of the Ministry of antitrust policy and entrepreneurship support of the Russian Federation “For the huge personal contribution into development of small entrepreneurship in Russian Federation”.
• From 2007 – the director of the “Civic Analysis and Independent Research Center “GRANI”.
• In 2012 she was awarded with the Golden honorary sign of The Chamber of Commerce for fruitful cooperation on establishment of effective system of statutory acts’ expert evaluation in the interests of entrepreneurs and dissemination of civilized principles of business conduct.

Graduated from the Moscow State University of Lomonosov, MA in Philology. Has additional education in social marketing (California State University, USA, Education Development Center, Boston). From 1994 till present Elena has been the director of the non-profit organization Agency for Social Information.
Elena is an active member of NGO community in Russia. She personally does a lot to encourage both business and NGO sectors to become more responsible, transparent and accountable. She was one of the members of the international working group on developing the guidelines for NGO sustainability reporting (Global Reporting Initiative, NGO supplement).
Since 2010 Elena is a member of the Public Chamber of the Russian Federation.
Since 2012 Elena is a member of the Expert Council under the Government of the Russian Federation.
Since 2012 till 2015 Elena was a member of the Council on Civil Society Development and Human Rights under the President of the Russian Federation, and the chair of the Comission on NGO development.
In 2013 she was a member of the Board of the Civic G20.
In 2014 she became the chair of the Public Council of the Federal Ministry of Labour and Social Protection.

Born on August 2, 1982.
Received a law degree at the Saratov State Academy of Law (he was awarded the Russian Presidential Scholarship). Studied project management and public administration (Executive MPA) at the Russian Presidential Academy of National Economy and Public Administration, the China Executive Leadership Academy in Pudong and the Lee Kuan Yew School of Public Policy of the National University of Singapore.
From 2001 to 2011 headed the Saratov Region Community Foundation, which was involved in the implementation of project management in the social sphere of region, provided financial and other support for social and cultural activities of the non-profit organizations.
In 2011 joined the civil service, worked as Deputy Director of the Department of the Ministry of Economic Development of the Russian Federation and, subsequently, Counsellor to the Minister of Telecom and Mass Communications of the Russian Federation.
From 2016 to 2017 – Deputy Director of the Project Management Office of the National Technological Initiative created by the Government of the Russian Federation.
Since April 3, 2017 – CEO of the Presidential Grants Foundation.
He was awarded the Order of Friendship, gratitude from the President of the Russian Federation, as well as government, regional and public awards. He has the class rank of Active State Councilor of the Russian Federation 3d class (awarded by the Decree of the President of the Russian Federation).
