Algorithms of Power: Legal Aspects of Public Administration

Digitalization has had a major impact on a variety of areas, including government and management. New technologies, including AI tools, have been tasked with making public administration more effective, while reducing costs. It should also make it much easier for members of the public to avail themselves of state services. At the same time, the use of these technologies is raising numerous questions to do with protecting personal data and cybersecurity. There are also ethical issues related to making decisions that may affect people’s rights and freedoms. What can be done to strike a legal balance between developing the state’s technical capabilities and protecting private interests? Should the use of digital technology – including AI – in public administration be limited somehow? What digital solutions could prove to be most useful in supporting administration in various areas of society and government?

In June 2020, V.A. Vinogradov became the Dean of the Faculty of Law at the National Research University Higher School of Economics. Since December 2021, Vadim Aleksandrovich has been a member of the HSE Supervisory Board.
V.A. Vinogradov is a member of the expert advisory council under the Federation Council Committee on Constitutional Legislation and State Building, the expert council of the State Duma Committee on Ownership, Land and Property Relations, the Council for the Improvement of Arbitration under the Ministry of Justice of the Russian Federation.
Since 2014, he has been the Chairman of the Board of Directors of the NGO "Center for Assistance to Lawmaking". In 2020, he became a member of the Civic Chamber of the Russian Federation and was appointed as the head of the working group on legislation in the field of Internet technologies and digitalization.

In 1999 graduated cum laude from the law faculty of St. Petersburg State University. Has PhD in law.
Between 2004 and 2005 he worked as an advisor to the Minister of Economic Development and Trade of the Russian Federation.
From 2005 headed the secretariat of the Chairman of the Supreme Arbitration Court of the Russian Federation.
2006-2010 - chief of staff/administrator of the Supreme Arbitration Court of the Russian Federation.
In December 2010 he was appointed director of legal issues of the Skolkovo Foundation, and in November 2011, he was in addition appointed a vice president of the foundation. In September 2012, he became senior vice president for legal and administrative issues.
Member of the council on intellectual property of the Federation Council of the Federal Assembly of Russia. Member of the expert council of the Russian government.
Associate professor at the civil law faculty of St. Petersburg State University. Has authored more than 30 studies of civil law issues.

Before that, for nine years, he headed the development of computer-enabled vision products and algorithms at Yandex.
Before Yandex, he worked at SPIRIT DSP and its subsidiary SeeStorm in the position of Product Director. He was engaged in the development of audio and video compression and transmission algorithms, speech recognition, video conferencing technologies, computer-enabled vision and 3D modelling.
He worked in Port.Ru, one of the Russian Internet pioneers, where he created a cataloguing system for Russia’s first online marketplace.
The first job was a temporary scientific team Supermatrix, where he was engaged in computer-aided design of the topology of superconducting matrices.
He graduated from MIREA (Russian Technological University).

In 2008 - 2010 years he served successively as Head of the Legal Experts Group for Property Relations, Vice-President of ANO "Public Reforms Center".
In 2010 - 2011 years he occupied position of Director of the Department of Regulatory Impact Assessment at the Ministry of Economic Development of the Russian Federation. From November 2011 to June 2016 he was Director of the Department of State regulation of the Economy of the Ministry of Economic Development of the Russian Federation. In June 2016 he was appointed to the Head of the Federal Accreditation Service.
