The international political and economic system has experienced a great deal of turbulence over the past few years. It has become clear that a systemic crisis lies at the heart of the matter. It is a crisis which has had geopolitical, institutional, and regulatory implications, amongst others. As a result, there is likely to be a partial or complete curtailment of the ideology founded on theories of the social contract, democracy, and human rights. In its place will come a new ideology based on new forms of economic, political and legal relations. What are the main scenarios which may play out in the development of the international legal order? What factors will play a role? What characteristics will underpin the emerging economic and political systems? How will new forms of economic, political and legal relations look? How should the new theoretical/ideological paradigm be defined? What is Russia’s place in the emerging world order? What would be an effective strategy for the country’s international legal policy?

In 1978, he graduated from Kursky Saratov Law Institute; in 1985 he defended his Cand. Sci. (Law) Dissertation (PhD Thesis) at Rudenko Sverdlovsk Law Institute; in 1995 he defended his Dr. Sci. (Law) Dissertation at Saratov State Law Academy.
In 1996, Vladimir N. Sinyukov took office as the Deputy Head for Science and Research, and in 1998, he took office as the Deputy Head for Academic Work. From 2001 to 2008, he was the Head of Saratov Law Institute of the Ministry of Internal Affairs of Russia, Chairman of the Educational and Methodological Association (UMO) of Universities in "Forensic Examination." From 2006 to 2008, he was the Chairman of the Council of Rectors of Universities for the Saratov region.
From 2009 to 2012, he was in office as the Minister of Culture of the Saratov region.
Credentials and rewards: Laureate of the All-Russian S. S. Alekseev Prize (2019). Laureate of the "Vice-Rector of the Year for Research" award (2022).
Research interests and area of expertise: theory and practice of the Russian legal system; problems of development of domestic legal education and culture.
Ivan Timofeev
Chief Executive Officer, Russian International Affairs Council (RIAC)
Programme Director of the Valdai Discussion Club; Director of Programmes of the Russian International Affairs Council (RIAC); Associate Professor at MGIMO University. Since 2011, he has been responsible for the intellectual performance of RIAC, managing its programmes and projects. His personal background at RIAC includes working with Russian and foreign diplomats, governmental officials, experts, businessmen and NGO leaders regarding Russia’s foreign policy and public diplomacy. Since 2015 he has also been a programme director at the Valdai Discussion Club. Before joining RIAC, Dr. Timofeev was Head of Analytical Monitoring Centre at MGIMO University (2009–2011). He has been Associate Professor at MGIMO University since 2006. Dr. Timofeev is the author and co-author of more than 80 publications, issued in Russian and foreign academic press. He is a member of the editorial board at Comparative Politics.
