Public Trust in the Judicial System: An Objective Evaluation and Areas of Improvement

The government is obliged to ensure the right to judicial protection, which must in turn be fair, competent, and effective. It should be acknowledged that public opinion alone is not an objective way of evaluating the work of the judicial system. This is because any dispute results in there being a losing party, and because it is essential to be highly qualified in order to evaluate the correctness of a decision. That said, public opinion does reflect the level of confidence that people have in the system’s ability to protect their rights. What’s more, it has an impact on the level of trust that society has in the government. What can be done to assess whether judicial reforms are sufficient and bringing results? And what steps should be taken to gain an understanding of the real level of public trust in the justice system, and of the attractiveness of national jurisdiction? How can a feedback mechanism be created in such a way as to allow the government to rapidly respond to the key needs of society?

L.N. Maslennikova is a Doctor of Law, a Professor, an Honorary Worker of Higher Professional Education of the Russian Federation, a Professor of the Department of Criminal Procedure Law of the Kutafin Moscow State Law University.
L.N. Maslennikova is one of the leading experts in the field of criminal procedure law and the practice of its application. She is the author of more than 200 scientific and educational works. Research interests: initiation and investigation of criminal cases, protection of the constitutional rights of the victim, the accused, the implementation of constitutional principles in criminal proceedings, judicial control, jury trial, access to justice, the balance of public and private interests, public and discretionary principles in criminal proceedings, digitalization of the criminal process.
L.N. Maslennikova is a member of the Dissertation Council at the Kutafin Moscow State Law University. Under the scientific guidance of Professor L.N. Maslennikova, 19 applicants defended their PhD thesis.
By the Decree of the President of the Russian Federation, for merits in scientific and pedagogical activities, training of qualified specialists and many years of conscientious work, she was awarded the medal of the Order “FOR SERVICES TO THE FATHERLAND”, 2nd degree.
