Foundations of the International Legal Order vs. the “Rules-Based Order”: The Future of International Law

Currently the system of international law is being seriously tested. The vast majority of international actors continue to adhere rigorously to the foundations of the international legal order, viewing them as the cornerstone of just, equitable, stable and predictable international relations. At the same time, a group of Western States persistently attempts to substitute them with an alternative concept of ‘Rules-Based Order’. The practice of settling international disputes through unilateral sanctions is one of its manifestations, as is the substitution of the principle of non-interference in the other States affairs with the concept of ‘responsibility to protect’. What are the implications of this situation for the future of international relations? What can be the basis for further States interaction?

Ekaterina Kopylova graduated from the International Law Faculty of Moscow State Institute of International Relations in 2013. In 2014, she received a Master’s degree in Criminology from the University of Leiden (Leiden, Netherlands). She combined her master's studies with an internship at the Legal Advisory Section at the Office of the Prosecutor of the International Criminal Court (The Hague, Netherlands). After completing her internship, she worked in the Prosecution Division as a legal assistant.
From 2016 to 2021, Ekaterina Kopylova was on a long-term mission abroad for the Ministry of Foreign Affairs of the Russian Federation at the Russian Embassy in France. In 2021, she moved to the Office of the President of the Russian Federation for Public Projects.

Andrey Bezrukov currently serves as Professor at MGIMO - the preeminent Russian school of Foreign Service. He is also an Advisor to the CEO of “Rosneft” – the largest public oil company in terms of reserves and production.
Among his areas of focus are geopolitics, information security, future studies and international corporate strategy, with particular interest in USA and Eurasia.
Prior to working for “Rosneft” Andrey Bezrukov had a career with Russian government and international consulting companies. He has lived and worked in the USA, Canada and France.

Currently Special Advisor to the President of the Republic of Mali, Dr. Abdoulaye Guimba OUANE holds a PhD in private law from the University Paris-X Nanterre. Before that, he held a Masters in Project Management and Financial Management at the “Centre Universitaire Européen de Paris”, a DEA in private law from the University of Paris X-Nanterre, a higher diploma from the University of Paris II-Panthéon-Assas, a Certificate in Development from the CUEM in Paris, a master's degree in private law from ENA Mali. Professionally, Dr Abdoulaye Guimba OUANE is Lawyer in Malian Bar Association, the French Order of the Brussels Bar and DRC Bar Association. He is the founder of the international law firm Wac-Partners (wac-partners.com), present in 12 countries around the world, including 08 in Africa. He has done a lot of work on establishing diplomatic representations for many countries. He is an important figure in local development, focused on supporting young people and women. As such, in 2018 he launched the Foundation, called “ENSEMBLE” for the employment of young people and women with innovation. Dr Abdoulaye Guimba OUANE is also an important figure of the Bar Association of Mali, of the West African Economic and Monetary Union and the Organization for the Harmonization of Business Law in Africa. He is recognized for his expertise in international legal issues and international relations. As such, he is a member of the International Criminal Bar Association at the International Criminal Court in The Hague. In 2019, he had the privilege of organizing the 1st congress of the International Criminal Bar in Africa and Mali, which saw the participation Bars Association around the world, international institutions, academics and legal professionals. The event saw the participation of nearly 1000 people and adopted important declarations on the distribution of international criminal justice, as well as the place and role of traditional legitimacy in the animation of international criminal justice. He is, moreover, a distinguished researcher. In this capacity, he chairs the Centre International d'Etudes et de Prospective pour l'Afrique, headquartered in Paris. He was Professor of Law at the European University Center of Management in Paris, at the University of Bamako. Since 2019, he has been a member of the scientific committee and lecturer in various international conferences organized by the UNESCO Chair of the Catholic University of Lyon "Memory, Culture and Interculturality" Dr Abdoulaye Guimba OUANE is an expert in Governance, Development and Public-Private Partnership issues. As such, he has worked since 2008 with several African governments in investment and structuring needs in various fields.
