Family Values at the Centre of Global Politics: The Right to Identity

Long-established moral and cultural norms, religious principles, the institution of marriage, and family values are increasingly coming under threat. This is happening in the context of changes taking place in the world today, which are putting traditional spiritual and moral values and stable moral guidelines in a precarious situation. In his address to the Federal Assembly, the President of the Russian Federation paid special attention to destructive external threats to the family institution, as well as to cultural and national identity. Traditional ideas about the family are being declared obsolete and contrary to human rights and freedoms. Meanwhile, repeatedly emphasized that concepts such as the family, motherhood, and childhood are essential to the preservation and development of Russia’s multinational society. This position is drawn from a traditional understanding of these concepts which has been passed down generations, and which will ensure continuity going forward. As a result, Russian legislation pertaining to the family is rooted in traditional ideas pertaining to the country’s national and confessional composition, its sociocultural structure, and other historical factors. Its legislative concepts also take into account the purpose of the family, including the raising of children. A strong family is the basis of a strong state. What international practice exists in relation to fostering family ties? What steps can be taken to create a system to protect families?

In 1977 she graduated from Ussuriysk State Teacher Training College, followed by the Khabarovsk Higher Party School and professional development courses at the Finance Academy under the Government of the Russian Federation. She now holds a PhD in Economics.
From 1971–1991, she worked as a teacher at a boarding school in Vladivostok and was involved in party activities. From 1991–1993, she was Vice President, General Director of the Maritime Territory Women’s For-Profit Charity Organization ANNA. From 1993–1999, she was a deputy in the State Duma of the Russian Federation, a member of the Women of Russia faction, a member of the Committee on Budget, Taxes, Banks and Finance. From 2000–2001, Orlova was Vice President of ZAO NPO Krosna.
In November 2001, she was elected to the Federation Council to represent the Council of People’s Deputies of the Kemerovo Region. From January 2004 to March 2013, she acted as Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation.
By presidential decree of the Russian Federation as of March 24, 2013, she was appointed Acting Governor of the Vladimir Region.
On September 8, 2013 elected Governor of the Vladimir Region.
She is a recipient of the Order For Services to Homeland of the fourth degree, Order of Honor, Order of Commonwealth, medal of the Order For Services to Homeland of second degree, a medal In Commemoration of 850 Years of Moscow, a medal In the Commemoration of 1000 Years of Kazan, the P.A. Stolypin medal of second degree, and a medal of the Federation Council, the 20 Years medal, 70 years of Vladimir Region commemorative medal, a Letter of Commendation from the President of the Russian Federation, a Letter of Commendation from the Government of the Russian Federation, awards of the Kemerovo Region, badge For Services to the Development of OAO Russian Railways of first degree, and a badge Railway Worker of Honor. She is Deputy Chairperson of the Congress of Local and Regional Authorities of the Council of Europe and heads Russia’s delegation to the Congress.

Mr. Rybalchenko is General Director of the Institute for Research and Community Expert Evaluation, head of the working group for social policy under the Russian Government Expert Board, member of the Community Council at the Russian Ministry of Labour and Social Protection, as well as the Russian Public Labour Board. He graduated from the Bauman Moscow State Technical School (1987) and from the postgraduate course of the National Research Institute Higher School of Economics (2010), Candidate of Economics.
1992 to 2006: worked in local government bodies and, since 2006, has been active in public and research work as an expert in strategic planning, family and demographic policy. He has authored 25 scholarly articles, including 4 monographs. The Institute for Research and Community Expert Evaluation serves as an umbrella for leading experts in family and demographic policies, performing expert evaluation of the regulatory impact of the legislation and managerial decisions.
