The Law and Gene Technologies: Drivers of Growth and Barriers to Progress

An important objective the solution of which is provided within various areas of state policy is to energize the improvement of genetic technologies and their practice application in Russia. Such technologies cover the social sphere by using the latest achievements of genetic science in medicine and pharmaceutics, economic development in agriculture and industry, as well as national biosafety in the Russian Federation. However, legal support for the development of genetic technologies requires conceptual refinement: biologists, geneticists, doctors and other practitioners in genomic research and the application of genetic technologies face a raft of legal problems, which cannot always be resolved within the scope of current legislation. What new regulatory solutions can be developed in this regard?

Was born on 22nd September 1957. In 1980 he graduated from Military Medical Academy named after S.M. Kirov. He studied in clinical residency at naval and hospital Surgery department. S.F. Bagnenko served as part of Soviet troops in Afghanistan. In 1990 he defended his PhD thesis and in 1998 his doctoral thesis.
In 1998 became a director of the St. Petersburg I.I. Dzhanelidze Research Institute of Emergency Medicine. In 2005 he was elected as a corresponding member of Russian Academy of Medical Sciences, and in 2011 he became an Academician of the RAMS (now RAS). He is main free-lance specialist in emergency medical services of the Russian Federation Ministry of Health. In 2012 he became an acting rector, and in 2013 a rector of FSBEI HE I.P.Pavlov SPbSMU MOH Russia.

From 1999 to 2003, she took full-time postgraduate courses in neurology at the Russian Medical Academy of Postgraduate Education in Moscow.
Following her postgraduate studies, from 2003 to 2008 she was Head of the Neurology Department and Deputy Chief Physician of the Medical Department, Avetik Burnasyan Clinical Hospital No. 6, Federal Medical Biological Agency of Russia.
From 2008 to 2012, she was Undersecretary and Director of the Medical Prevention Services, Medical Care and Health Care Development Department, Russian Ministry of Health and Social Development.
From 2012 to 2013, she was Deputy Head of Department, Administration of the President of the Russian Federation.
From 2013 to 2018, she worked in the Accounts Chamber of Russia as Director of the Department for Expert Analysis and Oversight of Federal Budget Expenditures in Health Care, Education, Culture, Cinematography, and the Federal Compulsory Medical Insurance Fund.
Since 2019, she has held the position of Deputy Chief of Government Staff, Government of the Russian Federation. She oversees state policy in health care, social and pension benefits, medical and social insurance, public sanitary and epidemiological well-being, the development of medical science, the pharmaceutical and medical industry, biotechnologies, the genetic technology programme and other issues in accordance with the approved authority.

In 1999, elected Deputy of the 3rd State Duma of Ivanovo single member electoral district No.78 (Ivanovo oblast), also elected Deputy of the 4th, 5th, and 6th State Duma of the Federal Assembly of the Russian Federation.
Acted as Deputy Head of the State Duma Committee for Healthcare and Sports, Head of the State Duma Committee for Healthcare, First Deputy Head of the United Russia fraction at the State Duma of the Federal Assembly of the Russian Federation.
While in the State Duma, was a member of interagency working group on the Healthcare priority national project at the Russian Federation Presidential Council for the Implementation of the Priority National Projects, State Duma Committee for the Juvenile Affairs and Protection of their Rights and Governmental Committee for Combating Drug Abuse and Illegal Drug Trafficking, as well as acted as Deputy Head of State Duma Committee for Technical Regulation.
