Register of Mandatory Requirements: A Basic Component of the Digital Ecosystem of Control

A register of mandatory requirements, which is a basic component of the digitalization of the tax documentation classifier system as the unified repository of all requirements, would make it possible to create unique assistant services for businesses, including start-up entrepreneurs, in various sectors of the economy. The register should help businesses prepare for audits, study all the requirements that must be met for certain types of activity in a convenient format, and assess the costs of opening new businesses. The data that has been accumulated on the application of mandatory requirements should be the basis for the next cycle of optimization and regulatory revision.

Oleg Bukharov started his career as a su-chef at the Budapest restaurant in 1980. In 1994 together with R. Rozhnikovsky started Nostlgie – the first haute cuisine restaurant in Moscow. In 1997 Mr. Bukharov helmed the Federation of Restaurant and Hotel Owners. 2008 – 2011 Mr. Bukharov headed the Kremlevsky food processing federal organization. State Ombudsman on protecting rights of entrepreneurs in hospitality industry. One of his key tasks is preparation of hospitality industry workers.

Andrey V. Kashanin (born 18 June 1976) graduated from Lomonosov Moscow State University in 1998 with a qualification in civil law and received a Doctor of Jurisprudence degree in civil law at the same university in 2002.
He works in the National Research University “Higher School of Economics” (HSE) since 2005. Currently A. Kashanin is Deputy Director of the Institute for Public Administration and Governance of HSE.
His principal specialist fields are intellectual property law in Russia and abroad, comparative law, theory of law, law enforcement, legal efficiency, commercial proceedings, state control and supervision, digitalization of law and public governance. A. Kashanin is the author of more than 80 research papers in these fields that are published in Russian and foreign journals.
