The level of recidivism affects the security of the state and society and demonstrates the effectiveness of the government’s activities in preventing it. The country’s penitentiary policy is an integral part of preventing recidivism. What international experience exists in this regard? Was born in 1961 in the Shatsk district of the Ryazan region. He came to the internal affairs service in 1981 as a militiaman of the 162nd company OB PPS of the Internal Affairs Directorate of the Soviet District Executive Committee of Moscow. In 1987 he graduated from the Moscow Higher Police School of the USSR Ministry of Internal Affairs with a degree in Jurisprudence.
Dedicated to work in the investigation, Arkady Aleksandrovich rose from the investigator of the investigative department of the Internal Affairs Directorate of the Soviet District Executive Committee of Moscow to the head of the department for the investigation of organized criminal activities of the Internal Affairs Directorate of the Internal Affairs Directorate of the Southern Administrative District of Moscow. In 2000 he graduated from the 1st faculty of the Academy of Management of the Ministry of Internal Affairs of Russia.
From 2001 to 2003, worked in the Internal Affairs Directorate for the Southern Administrative District of Moscow as deputy head of department - chief of staff.
Since 2006, served as the head of the Public Order Department of the Main Internal Affairs Directorate in Moscow.
Since June 2010, worked as Deputy Chief of the Main Internal Affairs Directorate for Moscow - Chief of Staff.
After the reorganization of the Moscow Main Directorate in April 2011, he was appointed Deputy Head of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow.
On June 16, 2012, by the Decree of the President of Russia, he was appointed Deputy Minister of Internal Affairs of the Russian Federation.
By the Decree of the President of the Russian Federation of 20.02.2016 No. 73 Gostev Arkady Aleksandrovich was awarded the special rank of Colonel General of Police.
By the Decree of the President of the Russian Federation of November 25, 2021 No. 675, he was appointed Director of the Federal Penitentiary Service.
During the period of service in the internal affairs service, he was awarded state and departmental awards, including the Order of Alexander Nevsky, the Order of Honor, medals "For Distinction in the Protection of Public Order", "In Commemoration of the 850th Anniversary of Moscow", the badge of the Ministry of Internal Affairs of Russia "Honorary Officer Ministry of Internal Affairs ", medals "For Valor in Service","For Combat Commonwealth"," For Strengthening of International Police Cooperation", etc.
