The modern cyber threats that have engulfed Russia and the rest of the world urgently require a deep analysis of measures to counter various types of fraud, both at the domestic and interstate levels. In addition, close attention should be paid to legal norms and technical solutions that aim to strengthen international cooperation in the global war on cybercrime. What is currently preventing us from countering cybercrime at the interstate level and how can these obstacles be overcome? What steps need to be taken to ensure more effective cooperation between states in combatting cybercrime?

Stanislav K. Kuznetsov was born on July 25, 1962, in Leipzig (GDR).
In 1984, he graduated from the Military Institute with a Military and Political Specialization including the study of foreign languages (German and Czech), and in 2002 he graduated from the Law Institute of the Ministry of Internal Affairs with a specialty in Law. PhD in Law.
In 1979-2002, he served in the Russian Armed Forces and law enforcement agencies.
In 2002-2004, he was the head of the Administrative Department of the Ministry of Economic Development and Trade of the Russian Federation.
In 2004-2007, he was appointed head of the Administrative Department of the Ministry of Economic Development and Trade of the Russian Federation.
From April 2007 to December 2008, he was Deputy Minister for Economic Development and Trade of the Russian Federation.
In January 2008, he became the Senior Vice-President and member of the Executive Board of Sberbank.
Since October 2010, he has been a Deputy Chairman of the Executive Board of Sberbank. Supervises the work of the Administrative Unit, the Administrative Support Centre, and the Moscow Regional Directorate of the Cashflow Management Centre. Coordinates the work of the Bank's security subdivisions.
Awarded the Order of Merit for Service to the Fatherland, 4th Class, the Order of Honour, the Order of Friendship, and the Order of Alexander Nevsky. Honoured with the acknowledgement of the President of the Russian Federation. Awarded the Certificate of Honour of the President of the Russian Federation and the Government of the Russian Federation.

In 1977 she graduated from Ussuriysk State Teacher Training College, followed by the Khabarovsk Higher Party School and professional development courses at the Finance Academy under the Government of the Russian Federation. She now holds a PhD in Economics.
From 1971–1991, she worked as a teacher at a boarding school in Vladivostok and was involved in party activities. From 1991–1993, she was Vice President, General Director of the Maritime Territory Women’s For-Profit Charity Organization ANNA. From 1993–1999, she was a deputy in the State Duma of the Russian Federation, a member of the Women of Russia faction, a member of the Committee on Budget, Taxes, Banks and Finance. From 2000–2001, Orlova was Vice President of ZAO NPO Krosna.
In November 2001, she was elected to the Federation Council to represent the Council of People’s Deputies of the Kemerovo Region. From January 2004 to March 2013, she acted as Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation.
By presidential decree of the Russian Federation as of March 24, 2013, she was appointed Acting Governor of the Vladimir Region.
On September 8, 2013 elected Governor of the Vladimir Region.
