Accessibility and Openness: New Horizons for Nonprofit Organizations

Modern realities dictate specific development trajectories for the legal regulation of the activities of nonprofit organizations. The creation of the ‘third sector’ in Russia has its own specific features – public benefit, charity, and openness. The government’s role in it is to support and organize effective interaction and the transparency of nonprofit activities. The main trends in the legislative regulation of their activities are the digitalization of reporting and the ability to obtain information about nonprofits in a one-stop shop on the portal of the Russian Ministry of Justice, which aims to ensure the uniform application of legislative provisions and boost the confidence of the country’s citizens in charitable programmes.

Born on 11 March 1983 in Kirov. In 2005, graduated from the Academy of Environmental Studies, Marine Biology and Biotechnology at the Far Eastern State University. In 2008, received a PhD in Biological Sciences majoring in Zoology in Biology-and-Soil Institute of the Far East Branch of the Russian Academy of Science.
In 2013, headed the Far Eastern branch of the Autonomous Non-Commercial Organization ‘Centre for Research and Preservation of Amur Tiger Population’ created by Russian Geographical Society to coordinate the implementation of ‘Strategy on Preserving Amur Tiger in the Russian Federation’. Since 2017, he has been Director General of the organization.
Decorated with the Certificate of Merit for contribution to environmental activity by the President of the Russian Federation.
In 2013, headed the Far Eastern branch of the Autonomous Non-Commercial Organization ‘Centre for Research and Preservation of Amur Tiger Population’ created by Russian Geographical Society to coordinate the implementation of ‘Strategy on Preserving Amur Tiger in the Russian Federation’. Graduated from the Moscow State University of Lomonosov, MA in Philology. Has additional education in social marketing (California State University, USA, Education Development Center, Boston). From 1994 till present Elena has been the director of the non-profit organization Agency for Social Information.
Elena is an active member of NGO community in Russia. She personally does a lot to encourage both business and NGO sectors to become more responsible, transparent and accountable. She was one of the members of the international working group on developing the guidelines for NGO sustainability reporting (Global Reporting Initiative, NGO supplement).
Since 2010 Elena is a member of the Public Chamber of the Russian Federation.
Since 2012 Elena is a member of the Expert Council under the Government of the Russian Federation.
Since 2012 till 2015 Elena was a member of the Council on Civil Society Development and Human Rights under the President of the Russian Federation, and the chair of the Comission on NGO development.
In 2013 she was a member of the Board of the Civic G20.
In 2014 she became the chair of the Public Council of the Federal Ministry of Labour and Social Protection.

Received a law degree at the Saratov State Academy of Law (he was awarded the Russian Presidential Scholarship). Studied project management and public administration (Executive MPA) at the Russian Presidential Academy of National Economy and Public Administration, the China Executive Leadership Academy in Pudong and the Lee Kuan Yew School of Public Policy of the National University of Singapore.
From 2001 to 2011 headed the Saratov Region Community Foundation, which was involved in the implementation of project management in the social sphere of region, provided financial and other support for social and cultural activities of the non-profit organizations.
In 2011 joined the civil service, worked as Deputy Director of the Department of the Ministry of Economic Development of the Russian Federation and, subsequently, Counsellor to the Minister of Telecom and Mass Communications of the Russian Federation.
From 2016 to 2017 – Deputy Director of the Project Management Office of the National Technological Initiative created by the Government of the Russian Federation.
Since April 3, 2017 – CEO of the Presidential Grants Foundation.
He was awarded the Order of Friendship, gratitude from the President of the Russian Federation, as well as government, regional and public awards. He has the class rank of Active State Councilor of the Russian Federation 3d class (awarded by the Decree of the President of the Russian Federation).
