Innovative Models of Penal Institutions

Innovations at penal institutions aim to support the regime of convicts and staff, ensure their safety, improve their material and living conditions, and create modern working conditions for courts, lawyers, prosecutors, and public organizations by introducing the latest technologies, including artificial intelligence. Russia is working on a project to create a modern combined multi-regime and multifunctional institution. This innovative project would use the latest organizational and engineering solutions and modern digital technologies. What needs to be done to develop an optimal model of a modern multi-regime and multifunctional penal institution? How can we create modern conditions in penal institutions to accommodate convicts and relatives who visit them, as well as for the work of judges, lawyers, prosecutors, and public organizations? How effectively are the latest digital technologies being incorporated into the activities of penal institutions today?

Was born in 1961 in the Shatsk district of the Ryazan region. He came to the internal affairs service in 1981 as a militiaman of the 162nd company OB PPS of the Internal Affairs Directorate of the Soviet District Executive Committee of Moscow. In 1987 he graduated from the Moscow Higher Police School of the USSR Ministry of Internal Affairs with a degree in Jurisprudence.
Dedicated to work in the investigation, Arkady Aleksandrovich rose from the investigator of the investigative department of the Internal Affairs Directorate of the Soviet District Executive Committee of Moscow to the head of the department for the investigation of organized criminal activities of the Internal Affairs Directorate of the Internal Affairs Directorate of the Southern Administrative District of Moscow. In 2000 he graduated from the 1st faculty of the Academy of Management of the Ministry of Internal Affairs of Russia.
From 2001 to 2003, worked in the Internal Affairs Directorate for the Southern Administrative District of Moscow as deputy head of department - chief of staff.
Since 2006, served as the head of the Public Order Department of the Main Internal Affairs Directorate in Moscow.
Since June 2010, worked as Deputy Chief of the Main Internal Affairs Directorate for Moscow - Chief of Staff.
After the reorganization of the Moscow Main Directorate in April 2011, he was appointed Deputy Head of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow.
On June 16, 2012, by the Decree of the President of Russia, he was appointed Deputy Minister of Internal Affairs of the Russian Federation.
By the Decree of the President of the Russian Federation of 20.02.2016 No. 73 Gostev Arkady Aleksandrovich was awarded the special rank of Colonel General of Police.
By the Decree of the President of the Russian Federation of November 25, 2021 No. 675, he was appointed Director of the Federal Penitentiary Service.
During the period of service in the internal affairs service, he was awarded state and departmental awards, including the Order of Alexander Nevsky, the Order of Honor, medals "For Distinction in the Protection of Public Order", "In Commemoration of the 850th Anniversary of Moscow", the badge of the Ministry of Internal Affairs of Russia "Honorary Officer Ministry of Internal Affairs ", medals "For Valor in Service","For Combat Commonwealth"," For Strengthening of International Police Cooperation", etc.

In 1977 she graduated from Ussuriysk State Teacher Training College, followed by the Khabarovsk Higher Party School and professional development courses at the Finance Academy under the Government of the Russian Federation. She now holds a PhD in Economics.
From 1971–1991, she worked as a teacher at a boarding school in Vladivostok and was involved in party activities. From 1991–1993, she was Vice President, General Director of the Maritime Territory Women’s For-Profit Charity Organization ANNA. From 1993–1999, she was a deputy in the State Duma of the Russian Federation, a member of the Women of Russia faction, a member of the Committee on Budget, Taxes, Banks and Finance. From 2000–2001, Orlova was Vice President of ZAO NPO Krosna.
In November 2001, she was elected to the Federation Council to represent the Council of People’s Deputies of the Kemerovo Region. From January 2004 to March 2013, she acted as Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation.
By presidential decree of the Russian Federation as of March 24, 2013, she was appointed Acting Governor of the Vladimir Region.
On September 8, 2013 elected Governor of the Vladimir Region.
