The Russian legal system, which has made a great leap in terms of acknowledging and regulating the digital environment, still does not sufficiently provide legal conditions that are conducive for the introduction of information (digital) technologies in business activities. Russia does not have any clear and effective regulation of the platform economy or a well-developed digital trust environment. The current legal norms do not fully take into account the specifics of working in the digital environment, neither in terms of the relevant subjects of legal relations, nor the use of electronic (digital) documents. In this regard, Russia needs to make theoretically grounded improvements to its legislation regulating the legal status of data (electronic, digital) entities, the legal relations used to mediate them, and the use of electronic (digital) evidence. What recommendations could improve information (digital) legislation in Russia in terms of the activities of business entities related to the legal status of data arrays and their circulation, as well as multimedia and virtual products? What are some of the specific aspects of regulating remote access as a means to identify subjects and objects of digital legal relations? How is the mechanism being structurally introduced of having an electronic legal address and an email address as a mandatory requirement and a method of communication with business entities? How should electronic (digital) evidence be properly used to protect the rights of individuals and legal entities? What kind of legal models of interaction should be used by the government and digital business?

He has extensive experience of working in energy companies, as well as acting as an independent and professional director on boards of directors (supervisory boards) of joint-stock companies, including those with state participation. He is a recognized expert in corporate governance issues.
Alexander is the author of more than 200 scientific works, including 6 monographs.
His scientific activity includes researches of: civil-law relations complicated by conflict of interests, economic dependence, corporate relations, issues of reorganization and liquidation of legal entities, digital economy.
Knowledge and experience of Gabov A.V. are in demand in the system of certification of scientific personnel, he is the Deputy Chairman of the Expert Council on the law of VAK at the Ministry of Education and Science of the Russian Federation.
Currently he is a member of: the Presidential Council for Codification and Improvement of Civil Law; Scientific and Advisory Council under the Supreme Court of the Russian Federation; Council for Improvement of Arbitration Procedure under the Ministry of Justice of the Russian Federation; working group on the normative regulation of the Digital Economy; Scientific and Publishing Council of the RAS and Commission on the Charter of the RAS and several other advisory and expert bodies.

In 1999 graduated cum laude from the law faculty of St. Petersburg State University. Has PhD in law.
Between 2004 and 2005 he worked as an advisor to the Minister of Economic Development and Trade of the Russian Federation.
From 2005 headed the secretariat of the Chairman of the Supreme Arbitration Court of the Russian Federation.
2006-2010 - chief of staff/administrator of the Supreme Arbitration Court of the Russian Federation.
In December 2010 he was appointed director of legal issues of the Skolkovo Foundation, and in November 2011, he was in addition appointed a vice president of the foundation. In September 2012, he became senior vice president for legal and administrative issues.
Member of the council on intellectual property of the Federation Council of the Federal Assembly of Russia. Member of the expert council of the Russian government.
