Russophobia has become not only a means of inciting hatred and discrimination against those of our compatriots living abroad, but also the ideological basis for the collective West’s aggressive anti-Russian policy. The US has unleashed a new type of hybrid war aimed at weakening Russia in every way possible, including by undermining its formative civilizational role. In this context, unfriendly countries are using new, extra-legal and illegal leverage against Russia and our compatriots. One of the most obvious forms of Russophobia is the sanctions being used as illegal leverage against Russia, its citizens and organizations. With the help of quasi-judicial mechanisms, unjust decisions are increasingly being taken against Russian citizens in unfriendly countries, with intergovernmental organizations also being used to this end. A Russophobic war has been declared not only on the people of Russia but also on its monuments, with bans on its civilizational heritage sites and its universally recognized works of art and literature. The Foreign Policy Concept approved by the President of the Russian Federation uses the term “Russophobia” for the first time and speaks of the need to push back against the campaign of Russophobia that has been unleashed by unfriendly countries.

Born 17 October 1966. Has a degree in Law, as well as in Public and Municipal Administration.
1988: joined Public Prosecutor’s Office in Kamchatka Territory, where she held positions of the Deputy City Prosecutor of Petropavlovsk-Kamchatsky and the Head of Investigation Department in Kamchatka Territory.
Since 1997: won single-member district election to the Council of People’s Deputies of Kamchatka Territory twice.
2007 and 2011: elected Deputy of the State Duma (Member of the United Russia Party). First female Chairperson of State Duma Security and Anti-Corruption Committee in the history of Russia’s parliaments.
2016: headed the regional group №1 of the Federal list of Candidates for Deputy of the 4th State Duma from the United Russia Party (Kamchatka Territory, Khabarovsk Territory, Amur Region, Magadan Region, Jewish Autonomous Region, Chukotka Autonomous District).
In 2016 elected Deputy Chairperson of the State Duma.
According to expert polls, she is one of Duma’s five most efficient Deputies. Authored over 200 legislative acts.
Most memorable acts for the Far East include: ban on drift fishing, ban on multiple border crossing by fishing vessels, compulsory registration of fishing facilities in the region where fishing is held, simplified call at the Far-Eastern ports for international cruise lines.

Xavier Moreau is an independent analyst and businessman. Based in Moscow since 2000, he has conducted consulting assignments for numerous French and European groups in the entire post-Soviet space (mainly Russia, Kazakhstan, Ukraine) and Central Europe.
As part of its business in Russia he worked for the French military-industrial complex from 2010 to 2014, during negotiations on military-industrial cooperation.
He is graduated of the Military Academy of Saint-Cyr (1995), Xavier Moreau was captain in the 1st Parachute Chasseur Regiment (1996-1999).
He holds a Master of International Relations dealing with international relations between the USSR and Yugoslavia from 1945 to 1960 (summa cum laude), realized in the University of Paris IV-Sorbonne.
He is founder of the site www.stratpol.com and author of "The New Great Russia" (2012) and has just published "Ukraine. Why France is mistaken. "
He is a regular guest on television Russian channels and radio, and it is very present on the French Internet.
On the occasion of the publication of his book on Ukraine, he gave a series of lectures throughout France between September 2015 and January 2016, which were a great success. These conferences were held in Paris, Montpellier, Toulouse, Vichy, and Angers. He continues his speaking tour in Switzerland, France, Russia and Germany.
Xavier Moreau is trilingual French-English-Russian.
