The current realities dictate certain trajectories for the changing legal regulation of the activities of non-profits and are transforming the conditions for their operation. What is the role and place of non-profits in Russia’s foreign policy? In 1998 graduated the Moscow State University of International Relations (MGIMO). One year later he defended his PhD in political science there.
Professional background
In 2003-2006, he was Director for Public and International Relations at the All-Russia Public Opinion Research Center (VTsIOM). In 2007-2012, he was at the leading positions in the United Russia party. In 2012-2013, he was First Deputy Executive Director of the Russian Geographical Society. In 2014 he helped to set up and headed the Con-nection charity foundation, the goal of which is to establish the sustainable system of assistance to the deafblind people in the Russian regions.
Member of the Expert Council at the Russian Government, Public Council of the Ministry of Healthcare of the Russian Federation, Council on Charity in Social Sphere at the Russian Government, a number of ministerial and inter-agency working groups. Since 2017 Dr. Polikanov presides the Executive Board of the Donors’ Forum. Member of the board of a number of NGOs, including the Board of Trustees of the “Lake Baikal” charity.
Dr Polikanov is the author of over 100 publications on international and European security issues, Russian foreign and domestic policy. He was also a top manager at the PIR Center, the International Committee of the Red Cross, the Federal Social Security Fund of the Russian Federation.

Worked as Head of the press service of the Permanent Mission of Russia to the UN in New York from 2005 to 2008. Held various positions in the Central Office of the Ministry of Foreign Affairs from 2008 to 2011. Worked as Deputy Director of the Information and Press Department of the Russian Ministry of Foreign Affairs from 2011 to 2015.
