The Role of Artificial Intelligence in Countering the Propaganda of Radical, Extremist, and Terrorist Activities

In the early 21st century, one of the most serious problems for social development worldwide was the need to combat extremism and terrorism in all their many forms of manifestation. The Concept for Countering Terrorism in the Russian Federation cites the dissemination of ideas related to terrorism and extremism through the Internet and the media as one of the main factors that facilitates the emergence and spread of terrorism in Russia. Artificial intelligence plays a huge role in countering the propaganda of radical, extremist, and terrorist activities. The use of modern technologies, artificial intelligence, and neural networks makes it possible to achieve better results, save time, and quickly analyse a large amount of information. A comprehensive approach helps to quickly and effectively investigate crimes related to terrorist activities, as well as develop a set of measures to counter and prevent terrorism. Will artificial intelligence technologies help to effectively combat extremism and terrorism? What prospects do they have for use in the future? What can be done to stop hackers and who will win the technology race?

A graduate of the Stavropol State University (now — The North-Caucasus Federal University) in 2001. In 2002 she successfully defended her thesis and in 2013 she successfully defended her thesis for the degree of Doctor of Law. Since 2013 she is Professor of MGIMO University, since 2017 she is the Head of MGIMO Digital economy centre.
Research interests: financial security, digital economy, anti-corruption policy, laundering of the proceeds from crime and financing of terrorism.
She is the author of 150 scientific works.

She is a member of the Expert Council of the RF President's Administration on anti-corruption, the Head of the Working Group of the State Duma of RF Federal Gathering on cryptocurrency circulation risk assessment, the Head of the new digital technologies Expert Council of the Russian Union of Industrialists and Entrepreneurs. Participates in the development of legislation on cryptocurrency circulation regulation in Russia.

1988: joined Public Prosecutor’s Office in Kamchatka Territory, where she held positions of the Deputy City Prosecutor of Petropavlovsk-Kamchatsky and the Head of Investigation Department in Kamchatka Territory.
Since 1997: won single-member district election to the Council of People’s Deputies of Kamchatka Territory twice.
2007 and 2011: elected Deputy of the State Duma (Member of the United Russia Party). First female Chairperson of State Duma Security and Anti-Corruption Committee in the history of Russia’s parliaments.
2016: headed the regional group №1 of the Federal list of Candidates for Deputy of the 4th State Duma from the United Russia Party (Kamchatka Territory, Khabarovsk Territory, Amur Region, Magadan Region, Jewish Autonomous Region, Chukotka Autonomous District).
In 2016 elected Deputy Chairperson of the State Duma.
According to expert polls, she is one of Duma’s five most efficient Deputies. Authored over 200 legislative acts.
Most memorable acts for the Far East include: ban on drift fishing, ban on multiple border crossing by fishing vessels, compulsory registration of fishing facilities in the region where fishing is held, simplified call at the Far-Eastern ports for international cruise lines.

Member of the Russian Language Arts Society, headed by Patriarch Kirill of Moscow and all Rus.
