As a result of the illegal trade restrictions that have been imposed against the Russian Federation and its largest infrastructure companies, Russian exporters are now being forced to redirect their products to countries in the Asia-Pacific region, work with new buyers, and build new supply chains, which means that the capabilities of pipeline and port infrastructure need to be increased. Diversifying the export routes of hydrocarbon supplies to international markets and accelerating the implementation of infrastructure projects have become new strategic objectives that require the prompt adoption of appropriate and effective response measures. What could these measures entail? How can we solve existing problems with compliance practices? What legislative initiatives could serve as a reliable platform to ensure the uninterrupted and smooth operation of the oil and gas transportation industry?

He has extensive experience of working in energy companies, as well as acting as an independent and professional director on boards of directors (supervisory boards) of joint-stock companies, including those with state participation. He is a recognized expert in corporate governance issues.
Alexander is the author of more than 200 scientific works, including 6 monographs.
His scientific activity includes researches of: civil-law relations complicated by conflict of interests, economic dependence, corporate relations, issues of reorganization and liquidation of legal entities, digital economy.
Knowledge and experience of Gabov A.V. are in demand in the system of certification of scientific personnel, he is the Deputy Chairman of the Expert Council on the law of VAK at the Ministry of Education and Science of the Russian Federation.
Currently he is a member of: the Presidential Council for Codification and Improvement of Civil Law; Scientific and Advisory Council under the Supreme Court of the Russian Federation; Council for Improvement of Arbitration Procedure under the Ministry of Justice of the Russian Federation; working group on the normative regulation of the Digital Economy; Scientific and Publishing Council of the RAS and Commission on the Charter of the RAS and several other advisory and expert bodies.
