Energy Law: From Challenges to Opportunities

The global energy industry is experiencing an era of structural transformation caused by fundamental political and economic processes and new trends. Some of the key trends that will influence the global energy industry in the long term include: underinvestment in the oil and gas sector, the priority of energy security, the politicization of international environmental and climate activities, and the use of global financial infrastructure and illegitimate unilateral restrictions by unfriendly countries to engage in unfair competition. Against this backdrop, the Energy Strategy approved by the Russian government sets a new long-term timeline for projects in the oil and gas sector and focuses on transitioning from adaptation to external and internal challenges to accelerated development, while ensuring that Russia retains its role as one of the leading suppliers in the energy sector. What legal environment is the most conducive to implementing promising infrastructure projects, and can legislation be designed for such a long period? What strategic regulatory decisions should serve as a reliable foundation for long-term stability and ensuring the country’s energy sovereignty? Does the energy market still have untapped potential?

Candidate of Law (1999), Doctor of Law (2010), Corresponding Member of the Russian Academy of Sciences (2016).
He has extensive experience of working in energy companies, as well as acting as an independent and professional director on boards of directors (supervisory boards) of joint-stock companies, including those with state participation. He is a recognized expert in corporate governance issues.
Alexander is the author of more than 200 scientific works, including 6 monographs.
His scientific activity includes researches of: civil-law relations complicated by conflict of interests, economic dependence, corporate relations, issues of reorganization and liquidation of legal entities, digital economy.
Knowledge and experience of Gabov A.V. are in demand in the system of certification of scientific personnel, he is the Deputy Chairman of the Expert Council on the law of VAK at the Ministry of Education and Science of the Russian Federation.
Currently he is a member of: the Presidential Council for Codification and Improvement of Civil Law; Scientific and Advisory Council under the Supreme Court of the Russian Federation; Council for Improvement of Arbitration Procedure under the Ministry of Justice of the Russian Federation; working group on the normative regulation of the Digital Economy; Scientific and Publishing Council of the RAS and Commission on the Charter of the RAS and several other advisory and expert bodies.
