What is the St. Petersburg International Legal Forum?
The St. Petersburg International Legal Forum serves as a major platform for dialogue among members of the country’s legal, business, political and law enforcement communities. It will address a wide range of issues focusing on how modernization in the field of law can better serve the interests of people and businesses in today’s changing world.

The St. Petersburg International Legal Forum will take place on 19–21 May 2025 in St. Petersburg, at the ExpoForum Exhibition and Convention Centre.

Who is organizing the Forum?
Ministry of Justice of the Russian Federation is the federal government body responsible for the development of state policy/administration concerning justice, and the development of a regulatory framework governing the field. It also coordinates other federal government bodies in matters concerning justice.
The Roscongress Foundation is a socially oriented non-financial development institution and a major organizer of nationwide and international conventions; exhibitions; and business, public, youth, sporting, and cultural events. It was established in pursuance of a decision by the President of the Russian Federation.

Participating in the Forum
Why should I attend?
The St. Petersburg International Legal Forum is a must-attend event for members of the legal community seeking to keep pace with the development of contemporary jurisprudence and the modernization of the Russian legal system.

How much does it cost to participate in the Forum?
Package ‘Participant’ – RUB 280 000 / EUR 3 156,00 / USD 3 420,00 (including 20% VAT)
Package ‘One Day Participant’ – RUB 150 000 / EUR 1 692,00 / USD 1 836,00 (including 20% VAT)

How can I take part in the Forum?
If you wish to submit an application to attend St. Petersburg International Legal Forum, please sign up for a Roscongress personal account on the Foundation website roscongress.org.
If you have a Roscongress personal account, you can submit an application in the ‘Events – Upcoming’ section. The application will be filled in automatically using information from your profile.

Does the participant package include access to the plenary session?
Access to the St. Petersburg International Legal Forum plenary session is by special invitation only, and will not be offered as part of the participation package. An invitation will be sent by email.
How can I participate in the International Youth Legal Forum?
If you are interested in participating in the International Youth Legal Forum, please contact your educational institution’s administrative office.

How can I track the status of my application?
After submitting your application, you will receive a notification at the email address you listed during registration that your application has been registered and sent to the Organizing Committee for review. The status of your application will be reflected in the My Events tab of your personal account.
If approved, you will be sent an invitation to the Forum, and the status of your application will be updated in real time.
The application review period varies for each participant and is at least ten days. You can only participate in the Forum with an invitation from the Organizing Committee.
Is there a limit on the number of participants from any one organization?
In order to maintain a high level of representation, the number of Forum participants permitted from any one company is limited.

How do I confirm attendance?
Please confirm your participation in the Forum in the ‘My events – St. Petersburg International Legal Forum – Event dashboard’ section of your Roscongress personal account.
How the participant can be substituted?
A participant can only be substituted with the approval of the Forum Organizing Committee. If you have confirmed your participation but no longer plan to attend the Forum for any reason, and you wish to arrange a replacement, please contact the Roscongress Foundation specialist you are in touch with regarding your participation in the Forum.

How do I decline to participate in the Forum?
Participants who have received an invitation but have decided not to attend the Forum, or who have previously confirmed their participation but no longer plan to attend are kindly requested to officially decline their participation via the Roscongress personal account or by informing Roscongress Foundation specialist you are in touch with regarding your participation in the Forum.
How do I pay the Forum participation fee?
To pay for participation in the Forum, participants must sign an agreement or issue an invoice agreement, which acts as a confirmation and guarantee of participation. The date of payment shall be considered to be the date on which the funds reach the account of the Roscongress Foundation.

Can I pay the participation fee before the application is approved by the Organizing Committee?
No, you can only pay the participation fee after your application is approved.
Where and when can I view the SPILF 2025 programme?
The programme architecture will be posted on the website approximately one to two months before the start of the Forum in the Programme Architecture section.

How do I become a partner of the Forum?

How can I take part in the Forum as a moderator or speaker?
To become a moderator or speaker at the St. Petersburg International Legal Forum 2025, please send a request to the working group that is preparing the programme by email at: programme@roscongress.org with your contact information, position, organization, and a brief outline of your presentation on the selected topic.
If you are submitting an application after the programme architecture has been posted on the website, it must indicate the specific focus of the topic you plan to speak about based on the programme architecture.
How can I participate in the Forum as a media representative?
To participate in the SPILF as a media representative, you need to apply for accreditation through the official Forum website (legalforum.info). Applications will be accepted closer to the dates of the event in the Media section of the website.
How can I become a volunteer?
To participate in the SPILF as a volunteer, you need to register on the website congress.ru. To do this, you must provide your personal data and upload documents or log in to your existing personal account and check the box next to the event.

What is the Roscongress personal account?
The Roscongress personal account is an information space, communication tool, and service platform for participants of all Roscongress Foundation events.

In your Roscongress personal account, you can submit a participation application, edit your personal information, and learn about the services available to participants.

To log in to your Roscongress personal account, please enter the login and password emailed to you when you first registered for your account.
What should I do if I forgot my login or password for the Roscongress personal account?
If you have forgotten your login and password, you can use the login and password recovery function on the Roscongress personal account login page or contact us by email: weboffice@roscongress.org.
Accessing the Forum venue
How do I access the Forum venue?
The business and cultural programme venue may only be accessed with an accreditation badge for the St. Petersburg International Legal Forum. The badge is the only valid document confirming a participant’s Forum accreditation.
The badge is personalized and may not be transferred to third parties. Participants should keep their badges and identity documents with them at all times while at the Forum venue.

What do I need to do to pick up my badge?
An accreditation badge is required to enter the Forum venue. To collect your badge, you must in the Roscongress personal account:
- Confirm participation in the Forum
- Enter your personal information
- Upload a required photo for your badge

How to found out my badge is ready?
There are several ways to find out or be notified when a participant badge is ready:
- An email notification
- A notification in the Roscongress personal account
- A call to the Forum information centre: +7 (812) 406 7702
- A call to a Roscongress Foundation specialist whose contacts are listed in the Roscongress personal account
Can a single representative of an organization pick up badges for all the Forum participants from this organization?
Yes. To pick up a badge for another participant by proxy, the authorized individual must present:
- Authorized person’s passport
- Original of standard power of attorney
- List of participants (attached to the power of attorney)
- Copies of participants’ passport
- Originals of personal data consent forms

Where do I pick up my badge?
You can pick up your badge at one of the Forum accreditation points.
The location and working hours of the accreditation points will be posted in the Badge collection section closer to the Forum dates.
Can I replace a lost or damaged badge?
If your accreditation badge is lost or damaged, please go to the Help Desk or any accreditation stand immediately. The badge will then be blocked, and a replacement badge will be issued to the holder upon written request.
What is prohibited to bring into the venue?
A range of items will be prohibited from the event venue. In order to avoid any inconvenience when accessing the venue, participants are advised to leave any such items at their accommodation or in their vehicle.

Where can I find a list of hotels for Forum participants?
Participants of the Legal Forum 2025 can book rooms in St. Petersburg hotels at special rates.

Will transport services be organized for participants?
Free shuttles will be organized for participants and media representatives during the Forum.
Also participants can rent an accredited chauffeur-driven car.
Where can I find photos from the Forum venue?
The photographs are available for viewing and free download in high resolution, and may be freely used, provided a reference to the Roscongress Foundation is included on website photo.roscongress.org.

How to get to St. Petersburg?
St. Petersburg is one of Russia’s biggest transport hubs. The city is served by Pulkovo International Airport, five rail terminals, and a sea port. It also boasts numerous road links to cities in Russia and Europe.

Can Forum participants apply for a Russian visa in a simplified manner?
Yes, participants of the SPILF can apply for a visa by invitation for entrants from foreign countries.
An invitation for foreign visitors is a special document provided by the Forum organizers for those who require a visa to enter the Russian Federation.
