35 Years of Antitrust Regulation: Achievements and Future Directions

In 2025, Russia is marking the 35th anniversary of the establishment of the antitrust authorities in the country. It is difficult to overestimate the Russian Federal Antimonopoly Service’s importance as a key component of the country’s public, political, and social life. Over this time, the following foundations have been created and developed for the protection of competition in Russia: antitrust legislation, legislation on public procurements, state defence orders, advertising, and trade, tariff legislation, and legislation on foreign investment in strategic industries, among others. Antitrust requirements have also been included in industry-specific legislation. What stages did antitrust legislation go through as it was being established in Russia? What problems and challenges have arisen in its application? What are the main achievements of the Russian antitrust authorities that have influenced the establishment of the country’s modern economic structure? What are some regulatory issues related to antitrust legislation and what is the outlook for the further development of antitrust legislation, in particular, issues that will be reflected in the sixth antitrust package?

Alexey Ivanov – Harvard University (LLM), Russian School of Private Law (Master of Private Law), Director of the HSE-Skolkovo Institute for Law and Development. Since 2012 Alexey has been teaching a course of lectures on Antitrust Regulation in the New Economy at the Higher School of Economics Faculty of Law. This course addresses the key challenges for development of competition law and policy over a backdrop of dramatic technological change. Alexey has long-standing professional experience in the court system, the public federal service, as well as in leading positions in large commercial energy and steel companies. For five years Alexey has served as Director of the Department for Legal Policy and Social Development at the Skolkovo Foundation, where he has been involved in research and legislative work aimed at the promotion of innovative activity in Russia. Aleksey is a director of the BRICS Antimonopoly Centre that specializes in reseach of pharmaceutical and digital markets of BRICS nations.

Tadzio Schilling

On May 1, 2020, Tadzio Schilling took office as the CEO of the Association of European Businesses (AEB).
Mr. Schilling was elected by representatives of the AEB’s member companies at the Annual General Meeting on March 17, 2020. He replaces Dr. Frank Schauff, who had headed the AEB since 2007 and was re-elected to a fourth term in 2016.
Tadzio Schilling holds an MA in International Relations and an advanced MA in International History and Politics from the Graduate Institute Geneva, as well as an Executive MPA from the Hertie School of Governance in Berlin.
In his professional career, he has worked in various finance, HR, and sales functions for companies such as Zurich Cantonal Bank, Dell Inc., Wesser & Partner, and FirstClimate. He has also worked as a researcher and lecturer in Russian Studies at the Humboldt University of Berlin.
Before joining the AEB, he served as Deputy Head of Economic Affairs, Finance, and Science at the Swiss Embassy, then as Inbound Business Development Leader and Head of the German Business Center at EY.
He has also served as Chairman of the AEB SME Committee and a Board Member of the Joint Chambers of Commerce Switzerland-CIS.
Tadzio speaks German, English, French, Italian, Russian, Polish, and some Chinese.
