Legal Aspects in Relation to Urban Development: Tools to Regulate Infrastructure, the Economy, and the Social Sphere

The topic of spatial planning is receding more and more into the background. Discussions about comprehensive planning are also becoming less relevant. The Law on Strategic Planning needs to develop, especially in the face of changing geopolitical conditions. One can observe a strong tendency for more and more exceptions to be made to the general rule. The focus is shifting to the development of preferential regimes, which are being tasked with driving spatial development. Integrated spatial development has firmly established itself as the topic of the day. However, spatial regulation must not leave the urban context, outside spatial planning and the regulation of urban development. This raises many interconnected issues concerning how to deal with situations for which general regulations for spatial planning and urban zoning do not apply to local areas. How, then, can we balance development of varying scales – agglomerations, urban and local – when attracting investment? How can we ensure the integrated development of individual areas and the sustainable development of the city as a whole? What mechanisms and tools will be needed to accomplish the task? What role should local communities play in the process?

Date of birth: December 17, 1976. In 1999, he graduated with honor from Saint-Petersburg State University, Law Faculty, with a specialization in "Jurisprudence". In 2003, he underwent professional training in the International Institute of Banking with a specialization in "Finance and Credit". Candidate of Juridical Science. He has written more than 10 academic and research articles and publications. In 2013, he published a monograph in bank crediting problems. From 1999 until 2001, he had been working in prosecution authorities as a Deputy Prosecutor in Vyborg District of Saint-Petersburg, later – a Prosecutor of – Department of Lawfulness Observance Supervision at Hearing of Civil Cases by Courts of the Prosecutor's Office of the Leningrad region. From 2001 to 2005, he had been working in commercial organizations. At the Federal Agency for State Property Management, he has been holding a position of the Deputy Head of the Federal Agency for State Property Management from March 2005 until August 2009. In August 2009, he was appointed to a position of the Head of Scientific Organizations Property Management. From December 2010 until March 2014 – a Deputy Head of the Federal Agency for State Property Management. Since March 28, 2014 – Director of Federal and Regional Programs of PJSC "MMC "Norilsk Nickel". Pursuant to the order of the Chairman of the Government of the Russian Federation dated April 20, 2016 No. 732-р, Dmitry Vladimirovich Pristanskov was appointed to a position
of the Deputy Minister of Economic Development of the Russian Federation – Head of the Federal Agency for State Property Management. According to the Decree of the President of the Russian Federation, he was decorated with a second-class Medal of the Order of Merit for the Motherland.
