Deputy Minister of Justice Maxim Beskhmelnitsyn  paid a working visit to the Republic of Cuba

The delegation of the Ministry of Justice of Russia headed by the Deputy Minister of Justice of the Russian Federation Maxim Beskhmelnitsyn took part in the 4th International Congress JURISCUBA 2024, which was held in Havana from 5 to 7 February.

The Deputy Minister made a presentation at the section ‘Legal Aid, Advocacy and Legislation’. He shared with foreign colleagues Russian experience and the latest approaches to legal education, free legal aid and the digitalization of justice.

Maxim Beskhmelnitsyn also met with the leadership of a number of Cuban legal authorities on the margins of the 4th International Congress.

During the conversation with the Minister of Justice of Cuba, Oscar Manuel Silvera Marínez, the high level of friendly Russian-Cuban relations was noted. The parties reviewed the issues of digitalization and the use of artificial intelligence in the activities of ministries, the acceleration of the procedure for transferring convicts, as well as the exchange of experience and the organization of internships for employees of the Cuban Ministry of Justice in Russian educational and scientific institutions.

Special attention was paid to the implementation of the Memorandum of Cooperation in the field of legal regulation of non-profit organizations, signed in Moscow in October 2023.

During the meeting with Reinaldo Cruz, Deputy Attorney General of Cuba, the parties discussed joint approaches to the digital transformation of the activities of the justice authorities. Particular emphasis was placed on the problem of ensuring information security, including in the cross-border dimension.

At the meeting with Farah Saucedo Perez, Deputy President of the Supreme People’s Court of the Republic of Cuba, the issues of professional representation in civil cases and reforming legal regulation in the field of advocacy were discussed. The Cuban side noted the constructive dialogue with Russian colleagues, which is being carried out in a wide range of areas, including the enforcement of judicial acts.

At the end of all three meetings, the commonality of the goals and objectives of the two countries’ judicial authorities was emphasized.

Foreign colleagues have been invited to take part in the 13th St Petersburg International Legal Forum. This year, the St. Petersburg International Legal Forum will take place from 19 to 21 May.

This year’s 4th International Congress JURISCUBA 2024 attracted 358 delegates from Namibia, Spain, China, Russia, Germany, Italy, Mexico, Venezuela, and the Dominican Republic.

The participants of the sections discussed a wide range of legal issues, including regulation of notary and advocacy activities, as well as improving the efficiency of legal aid.

Special attention was paid to the digital transformation of judicial systems, including the digitalization of international legal assistance procedures.
