The International Youth Legal Forum (IYLF) will be held on 10 May – the opening day of the Legal Forum 2023.
The event will bring together students, young lawyers, professors and mentors, public officials, representatives of the scientific community and business from the Russian Federation and abroad. The event will be held in the ExpoForum Convention and Exhibition Centre (64/1, Peterburgskoye Shosse).
Participant Package
and you may register as many participants as you wish.

Attendance at Youth Forum events for SPILF participants
SPILF 2023 participants (‘Participant’ package) can enjoy free attendance at the Youth Forum on 10 May (except for invitation-only events). Additional registration is not required.
Participants who have chosen the ‘ One Day Participant’ package can only visit the Forum on their chosen day and may not attend Youth Forum events.
Application to attend the Forum
Sign up for a Roscongress personal account
To attend the International Youth Legal Forum 2023, please sign up for a Roscongress personal account at roscongress.org.
After registration is complete, you will receive an email with your username and password.
I already have a Roscongress personal account
If you already have a Roscongress personal account, you can submit an application to attend the Forum in the Upcoming events section of the account. Your Roscongress personal account profile information will be auto-filled in the application form.
Forgot your password?
If you have forgotten your user name and password, you can use our user name and password recovery feature on the Roscongress personal account login page or email weboffice@roscongress.org.
How to submit an application
Please choose Youth Day Participant package in the St. Petersburg International Legal Forum section in your Roscongress personal account to submit an application.
If you do not have a Roscongress personal account:
When filling in the Roscongress personal account registration form (step 5), select the Legal Forum from the events for which registration is open, and select the Youth Day Participant package.
If you have a Roscongress personal account:
If you already have a Roscongress personal account, go to the ‘Upcoming’ section in your account, select the Legal Forum, and select the Youth Day Participant package.
Application review process
Your application will be reviewed by the Organizing Committee.
If approved, you will be sent an invitation to the Forum and your application status will be updated in real-time.
The application review period varies for each participant and is no less than ten days. Participation in the Forum is by invitation of the Organizing Committee only.
The Organizing Committee is entitled to reject your application without providing a reason. The status of your application will be displayed in the ‘My events’ tab of your Roscongress personal account.
Confirmation that you will attend
Upon receipt of the invitation, please confirm that you will attend the Forum in the ‘My events – Legal Forum 2023 –Event dashboard’ section of your Roscongress personal account.
If you do not plan to attend the Forum, please inform the organizers through your Roscongress personal account.
